		<description>Joe and I worked together at the Rensselaer County Probation Department during the middle ninety sixties.  He was an excellent administrator who had a very progressive philosophy regarding corrections.  Joe was particularly interested in the approach to corrections that emphasized family participation.  He placed great emphasis on Department resources being utilized in Family Court where early intervention with families was feasible.  Joe was a complete professional whose demeanor was completely oriented to service.  My thoughts and prayers are with Joe&#039;s family.  Please accept my condolences.</description>
